ВІДНОВЛЕННЯ ЦИФРОВОЇ ІНФРАСТРУКТУРИ ДЕОКУПОВАНИХ ТЕРИТОРІЙ: ВИКЛИКИ ТА МОЖЛИВОСТІ ПОДОЛАННЯ

Досліджено сучасні виклики відновлення та розвитку цифрової інфраструктури в контексті їх впливу на відбудову деокупованих територій України. Ідентифіковано основні досягнення країни у площині цифровізації. Проведено дослідження наукового та експертного контенту, виділено основні виклики в контексті негативних дій і наслідків для відновлення деокупованих територій. Запропоновано їх групування за напрямами: безпекові, воєнно-політичні, економічні, регуляторні, соціальні та технологічні. Зазначено, що основні виклики розвитку цифрової інфраструктури знаходяться у взаємозв’язку й формують простір для одночасного виникнення багатьох проблем. Запропоновано використовувати систему комплексного реагування, а її побудову здійснювати за такими складовими: ідентифікація викликів, їх пріоритизація, активна співпраця з міжнародними організаціями та приватним сектором щодо залучення джерел фінансування, розробка секторальних заходів захисту.
