Abstract

The article examines the current challenges in restoring and developing digital infrastructure in the context of its impact on the reconstruction of de-occupied territories in Ukraine. It has been determined that digital infrastructure is one of the key factors in the development of modern society, ensuring the effective integration of digital technologies into all areas of life. The country’s key achievements in digitalization on the global stage have been identified, emphasizing the importance of assistance and fruitful cooperation with EU countries.

Attention has been drawn to the increasing negative impact of various complex challenges in the development of digital infrastructure during the war. A study of scientific and expert content has been conducted, allowing these challenges to be identified in terms of their negative effects and consequences for the recovery of de-occupied territories. It has been proposed to categorize these challenges into the following areas: security, military-political, economic, regulatory, social, and technological.

It has been noted that the primary challenges of digital infrastructure development are interconnected, creating conditions for simultaneous problem emergence across multiple sectors. The feasibility of applying a comprehensive approach to addressing these challenges has been justified, allowing for the introduction of a preventive-thinking process aimed at avoiding obstacles and fostering digital infrastructure development in de-occupied territories.

It has been proposed to structure this approach according to the following components: identifying challenges, prioritizing them, actively cooperating with international organizations and the private sector to attract funding sources, and developing sector-specific protection measures. Practical aspects of building a comprehensive system to counteract the challenges of digital infrastructure development in de-occupied territories have been presented, demonstrating practical opportunities for overcoming negative consequences in the identified areas and directions.
