The activities of the extraordinary diplomatic mission of the UNR in the Caucasus (1919–1921)

The article describes the main approaches and activity problems of the Extraordinary diplomatic mission of the Ukrainian National Republic in the Caucasus from the time of its foundation in January 1919 to resignation of I.G. Kraskovskyi and the termination of the existence of the diplomatic mission in April 1921. The aim of the research was to clarify purposes and functions of the Ukrainian diplomatic mission in the conditions of the displacement of the Government of the UNR from the state territory by the Bolsheviks; the catastrophic financial situation of the foreign policy department that forced the systematic reduction of the financing and cut down the staff of the diplomatic institutions; lack of reliable support by the foreign states of the struggle of independent Ukraine against Russian Bolshevism and the official recognition of the state in the world. The methodology of the research is based on the principles of historicism, objectivity, systematic and specific methods of history, historiography, source study, in particular cumulative scientific knowledge, comparative analysis, source criticism. The track records of the Ukrainian and Foreign historiography were taken into consideration in the article (V. Matvienko, P. Gay-Nizhnik, O. Kupchik, M. Trus, A. Ivanets, A. Bezhuashvili, S. Kiladze, B. Sinyuk etc.). The originality of the research is ensured by the use of little-known archival information from the Central State Historical Archive of Georgia, the Division of Rare Books and Manuscripts of the Yakub Kolas Central Library of the National Academy of Sciences of Belarus, and the Central State Archive of Public Associations of Ukraine. It was investigated that I.G. Kraskovskyi managed to prepare projects of interstate agreements (in particular, between the UNR and the Kuban Republic) and to discuss them; ensure the registration of Ukrainians in the area of their powers and systematically popularize the Ukrainian idea, involve a wide range of politicians in discussing the idea of establishing the Black Sea – the Baltic Union, and establish an institute of honorary consuls. The intention of the Ukrainian community in the Crimea to resist Russification and I.G. Kraskovskyi's role in providing consular protection for the Crimean Ukrainians are highlighted. It was proved that the diplomatic mission during its existence had become the center of Ukrainianity in the Caucasus, the Kuban and the Crimea. The Ukrainian diplomat representatives who worked in the Caucasus were characterized.
