People’s Ministry of Roads of Ukrainian People’s Republic: Composition and Tasks (1917–1918)

The purpose of the study. To analyze the institutionalization of the national territory of the Ukrainian People’s Republic (UPR) period of the Central Rada in terms of economic, financial and socio-political crisis of 1917–1918 caused by the events of World War and revolution.
The methodology is based on the principles of historicism, systematic, specific.
Scientific novelty. On the basis of a wide range of sources studied the internal structure of the ministry – the formation of departments and divisions, the appointment of heads of departments and recruitment of staff. The process of bulkheads by the ministry the functions of the central authority for the management of the transport system of Ukraine; submission of a number of road organizations. The characteristic of the relevant institutions of the former Russian Empire, that with the proclamation of the III Universal fell under the jurisdiction of the Ukrainian authorities as acting on the territory of Ukraine. Identifies the main objectives and directions of the ministry’s work in the field of railway transport, road, groundwater and waterways, as well as legal support for their functioning. Marked the activity of a number of special commissions under the ministry, with the involvement of engineers and representatives of governmental and local organizations involved in the development of a detailed plan of road construction in Ukraine, affairs demobilization transport structures created during the war, the development of technical terminology, etc.
The findings indicated that to the Hetman coup of April 1918 the process of formation of the internal structure of the ministry was completed, the states remained understaffed, there was a significant lack of specialists. Plans the activities of institutions and of transport infrastructure development were under consideration. The ministry transferred the obligation of monitoring all kinds of ways in the UPR, a number of technical services, professional educational institutions. However, to fully take over the functions of central government institutions in the transport sector the ministry has failed due to a number of subjective and objective factors.
