Historical and Retrospective Analysis of State Educational Policy in Ukraine (1991–2020)

Abstract

The purpose of the proposed exploration is the genesis of the formation of state policy in the field of education in Ukraine in 1991–2020.

Methodology. A set of general scientific (analysis, synthesis, comparison, dialectical) and particular scientific (historical and comparative, historical and typological, problem and chronological) methods of historical cognition is used.

Scientific novelty. On the basis of a wide range of sources the periodization of the formation of the state educational policy in Ukraine is determined and substantiated and the historical and retrospective analysis of the peculiarities of its development in the conditions of modern state formation is carried out.

Conclusions. Thus, the conducted historical and retrospective analysis allows to characterize the state educational policy in Ukraine in 1991–2020 as a multi-vector subsystem of national policy, the main purpose of which is to organize scientific and methodical and normative and procedural support of development strategies of educational systems. Developing within five stages, state Ukrainian educational policy of a certain period was implemented in two directions – attempts to solve “old” problems in a new social and cultural life, and the search for other, more relevant to high-tech society fundamental foundations of education. Overcoming the crisis, which to some extent were inherent in each of our periods, society gradually realized the need for change, which prompted public policy to consider the education sector as a result of social and cultural evolution, which should result in a state of congruence between education policy and individual needs, society and the state.
