The article deals with the problem of relationship of Chernihiv magistrate with the local administration in times of Hetman K.Rozumovskyi. Inner contradiction of parallel functioning and interaction between bourgeois bodies of government and Cossack city administration in the city continued permanent conflicts. Particular attention is paid to a record keeping of the city government and also reports, orders, promemories, orders of the chancery of Hetman K.Rozumovskyi, General Military Chancery and Chernihiv regimental administration in the second half of the 18 century, which give the opportunity to detail the main causes of the conflict between the government and officials of the magistrate. K.Rozumovskyi and General Military Chancery made attempts to manage relationship between the magistrate and Cossack power into the right direction. On the basis of archive resources it was revealed, іn the second half of the 18 century conflict between the magistrate and the regimental administration extremely aggravated, which reached its climax for I.Bozhych. It is proved with documents that relationships between representatives of both governments were formed so that the magistrate had to constantly defend their rights as regimental chancery frequently broke current articles of Magdeburg law. The problems of provision and cart for travelers supplies which had to be solved together by Cossack and municipal power acutely occurred in the city. Also, there were the problems of violation of monopoly rights of bourgeois for doing crafts and trades as well as protectionist policy of Cossack administration.
