Martial law and state of emergency regimes on Ukrainian lands in the second half of the 19th – early 20th centuries: retrospective analysis of Russian imperial legislation

In the article the historical circumstances of input of superexcellence are investigated on Ukrainian earth in composition the Russian empire. Motivation and mechanisms of the legal adjusting of public relations are illuminated in extreme terms. The specific lines of the special legislation, rich in content filling and aspiration of normativelylegal acts, turn out in this segment of lawmaking. The military-political, ideological, socio-economic grounds of input of martial law open up in different internal and foreign policy contexts. Traced evolution of institute of emergency measures, in particular to the mode of martial law. The consequences of input of regime measures are characterized for the population of Ukrainian earth.
