German Governorship Mykolaiv in 1918: To the Problem Statement

The purpose of the article is the problem statement of relationship between the German military authorities and the Ukrainian civilian population at the regional level in 1918. Taking into account the political, strategic, economic significance of Mykolaiv and its neighborhood during the Ukrainian Revolution of 1917–1921, namely this area was chosen for the study.
The author adhered to the general scientific principles of historicism, objectivity, systemacy and complexity. Methods of historical research as well as archival heuristic and source studies were used.
The scientific novelty is that for the first time the regional aspect of the relationship between the German military authorities and the Ukrainian civilian population in the format of institutional research is covered. The characteristic of the "atypical occupation" developed by R.Pyrih was completed with a significant feature, namely the presence of German military-civilian authorities. After the German troops entered into Mykolaiv in March 1918, the German commandant’s office, whose task was to cooperate with local authorities with the aim of supplying of the German troops, was founded. At the beginning of May 1918, the direct military-civil governance in the form of the German governorship Mykolaiv was established. The reason for it was the Germans were eager to control the Mykolaiv shipyards and the Black Sea Navy. The governor had powers over the civilian population, municipal bodies, industrial enterprises, ports, labor relations, food business etc. The governor’s office had to deal with the evacuation of the German troops from Asia. The governor’s intervention into city life was mostly dotted, but principled. For further research on the German military authorities in Ukraine included governorship in Mykolaiv it is required to involve the documents from other Ukrainian and German archives.
