The Role of Local Councils in the Political and Economic Transformations of the Western Regions of UkrSSR in the Postwar Period

Purpose of the article is to highlight the process of formation and activities of representative authorities and their executive structures in the western regions of UkrSSR in the postwar period.
Methodology of study is based on principles of historicism, objectivity, multifactorial and comprehensive analysis, interdisciplinary approaches (including methods of history, political science, social psychology and others), as well as modern vocabulary. The historical and genetic, system and structural methods were used to prepare the text. The theoretical and conceptual core of the study is activities of councils and their executive committees in terms of forced Sovietization of the region, which included full integration of the western regions of UkrSSR and was carried out by particularly harsh methods.
Scientific novelty. Based on new archival and published sources, the organizational and legal foundations of the activities of local authorities and features of personnel policy were analyzed, the statistical data on the quantitative and qualitative composition of managers were presented. The ineffectiveness of the work of councils and their executive committees under party control and centralized power vertical was shown. The numerous power abuses and corruption schemes inherent in the management environment were noted. The difficult situation of rural administration as a result of double pressure was emphasized: by power structures and members of the national liberation movement.
The conclusions emphasized the imported nature of the power structures placed in the western regions of UkrSSR by the example of command and administrative system. The secondary status of local authorities in the system of Soviet administrative structures of the western region of Ukraine and the republic as a whole, the artificial reduction in their powers by subordinating to party committees and limiting the financial and material base that prevented their proper influence on the social and economic development of the region were stated. It was noted that personnel issues were solved by the center mainly without taking into account the local bureaucracy by appointing functionaries sent here from different parts of USSR and UkrSSR to leading positions, which created an unhealthy atmosphere in the local management environment and society of Western Ukraine as a whole.
