Evaluation Model of Logistics Service Efficiency in the Transport and Logistics System

Introduction. In the process of the transport and logistics system functioning, significant attention is paid to its efficiency, which is driven by the identification of bottlenecks for the digital transformation of the system. Digitalization opens up new opportunities for real-time supply monitoring, accurate demand forecasting, and automa tion of operations in the process of providing customer services, which contributes to increasing the efficiency, transparency, and adaptability of the transport and logistics system. Logistics service represents a set of intangible logistics operations that ensure maximum satisfaction of customer demand in the process of managing all types of flows (material, information, financial) in an optimal way (based on the cost criterion).
Purpose. The development of logistics services within Ukraine’s transport and logistics system is growing; however, these services largely do not meet international standards of customer service. This very fact forms the basis for the study of logistics service efficiency, which enables compliance with the requirements of technological
and business processes executed by the transport and logistics system. Consequently, logistics service ensures maximum effect with minimal time losses for adaptation and implementation.
Methods. To evaluate the efficiency of the logistics service within the transport and logistics system, the non-parametric Data Envelopment Analysis (DEA) method was applied. Considering that the DEA method allows for the assessment of only relative efficiency and taking into account the intangible nature of logistics services, this method has been modified as follows: the efficiency frontier is constructed based on logistics service standards. This aligns with the concept of economic digitalization and provides an opportunity to evaluate the stability of the transport and logistics system in terms of its efficiency.
Results. Using the DEA method to determine the effective functioning of the logistics service of a railway sorting station’s transport and logistics system, both input-oriented technical efficiency (focused on resource consumption) and output-oriented technical efficiency (focused on operational results) were identified.
Conclusions. Conducting a systematic assessment of the logistics system’s functioning serves as a form of controlling its activities, as the evaluation results allow managers to identify system bottlenecks, uncover areas of potential reserves, and make immediate management decisions regarding its digitalization.
