Розпочато дослідження стратегічного використання публічних закупівель для досягнення інших ніж придбання товарів робіт та послуг на умовах кращої якості за нижчу ціну, цілей за різними напрямами державної політики України. Проаналізовано сутність горизонтальних цілей у публічних закупівлях з метою створення основи для зміни концептуальних засад здійснення публічних закупівель для реалізації довгострокових завдань держави.
