Abstract

This article analyzes the relationship between the state and business in creating the innovation-based development models as the most clearly emerging and gradually evolving forms of partnership; studies the process of dividing property rights as the institutional framework for their relationship; the dependency between the state system form and relations between the state and business is proved taking into account the foreign experience.
