TECHNIQUE OF ANALYSIS OF A CURVE “INCOME – SOCIAL EXPENSES” AT THE LEVEL OF THE CONSOLIDATED BUDGET OF UKRAINE

Abstract

The methodological base is presented and, the empirical analysis of a curve “income — social expenses” at the level of the consolidated budget of Ukraine is carried out. The received lines of budgetary restriction and points of balance-of the consolidated budget say about ineffiency of existing budgetary policy and its orientation, on tactical short-term objectives. It is proved, that social expenses of the consolidated budget: as a special benefit have no definite qualitative characteristics. It is recommended to form the Law On the budget on the basis of secondary character of expenses for social protection and social security iii the system “income — social expenses”.
