Abstract

The paper considers the ethical principles that have a priority position in the work of government employees. The conditions which cause the actions against these principles have been defined and investigated. The features of principles characteristic for this or that country have been pointed out depending on their cultural and historical peculiarities. The practice of foreign countries in establishing ethical principles providing guidance for the government employees in their activity has been analysed. It has been offered to adopt the Code of Honour that will reflect the conformity of the laws to the needs of the present time; to found the structure that will have the power of control over realization of the Code’s provisions.
