Essential description of region as an object of economic diagnostics is picked out. The features of calculation of regional potential change estimation are shown in the between measuring. The sequence has been defined and change of regions' potential in Ukraine has been estimated. A conclusion about the necessity of reducing productive forces indexes for different territories to the common comparative scale and level is made.
