The general acknowledgement of the priority of the later adopted law does not eliminate the need to specify the content of this rule, and to take its exceptions into account. The specification of the content of the stated rule consists in the acknowledgement of norms that are exposed by the definition of a new law by the rule of contraries, so to say, the acknowledgement of these norms to be liable to priority application. But the new law does not eliminate the application of specific legal norms stated by the later adopted laws. However, the legislator can eliminate the application of these norms.
