Abstract

The paper analyses the competence of the re­gional authorities in the implementation of organiza­tional and preventive measures on legal regulation of enterprises representing an environmental hazard. The proposals are offered to make the legislative changes that enhance the powers of the regional governments in the implementation of compulsory measures against them, such as certification of enterprises representing an environmental hazard, examination of their activities, setting environmental standards, monitoring and control of environmental pollution, as well as environ­mental insurance and environmental audit.
