Existing jurisprudence is a set of conceivable prohibitions. Theoretically, the ban is justified if it involves a violation of the adverse economic onset and other effects. In the article the procedure subject to grant the right of economic agents to act contrary the prohibition by compensation of potential losses. Damage is prevented by joint actions of the parties.
