LOCALITIES AS A TOOL FOR INFRASTRUCTURAL DEVELOPMENT OF DISPLACED PERSONS OF LOCAL SELF-GOVERNMENT BODIES

Abstract

The article proves that in the conditions of long-term temporary occupation of a significant part of the territory of the Luhansk region and the forced relocation of local self-government bodies, traditional approaches to the organization of public administration lose their effectiveness and need to be significantly revised. The lack of access to their own territories leads to the transformation of the functionality of displaced local self-government bodies, the reduction or suspension of some classic managerial powers, and, at the same time, actualizes the emergence of new functions related to the support of internally displaced persons, relocated businesses, and ensuring social cohesion.
The expediency of using localities as a tool for infrastructural development of displaced local self-government bodies has been substantiated. Localities are considered not only as spatial formations, but as socio-economic and institutional
platforms that ensure the concentration of managerial, service, communication, and representative functions of displaced local self-government bodies in host communities. It is shown that the formation of localities based on already
functioning humanitarian hubs makes it possible to systematize the interaction of stakeholders in the Luhansk region, strengthen horizontal cooperation, ensure the provision of specific services for Luhansk residents, and preserve regio nal
identity in the context of spatial deconcentration of the population.
It has been established that localities can act as objects of strategizing and tools for aligning the interests of displaced communities with the development strategies of host territories, as well as platforms for the implementation of public investment projects using modern digital tools.
It is concluded that the formation of localities is a strategically important tool not only for supporting the current activities of displaced local self-government bodies, but also for ensuring the continuity of management, preserving the human and social capital of the region, and increasing readiness for the post-war recovery of the Luhansk region.
