LEGISLATIVE IMPACT ASSESSMENT MEASURES IN THE EUROPEAN PARLIAMENT

This article explores the role of impact assessment measures in the legislative activities of the European Parliament, which have significantly intensified over the past decade under the Interinstitutional Agreement on Better Law-Making of 13 April 2016. It examines the mechanisms by which evaluations are conducted within the Parliament and how the institutional context influences this process. The analysis highlights the strong connection between impact assessment and the legislative process, emphasizing the importance of timely application of evaluation in order to ensure effective and evidence-informed policymaking.
The article identifies the main interinstitutional challenges that affect the evaluation process, such as coordination between the European Parliament, the European Commission, and the Council of the EU. It also discusses the potential for integrating future trends and shocks into the European Parliament's evaluation system, including digital transformation, crisis resilience, and sustainability goals.
Furthermore, the study outlines the prospects for the further development of evaluative practices in the European Parliament. Particular attention is given to improving the predictability of demand for evaluations, optimizing the use of resources, and enhancing transparency between EU institutions regarding the data and evidence used to support policy decisions. These improvements are not only crucial for the institutional development of the EU but also offer a valuable framework for countries like Ukraine. As Ukraine continues to align its legal and regulatory systems with EU standards, the European Parliament’s approach to impact assessment can serve as a model for enhancing the quality and accountability of national law-making processes.
This article contributes to the academic discourse on evaluation culture in the EU by demonstrating how impact assessment can strengthen legislative capacity and democratic governance, and provides insights relevant for both EU member states and aspiring member states such as Ukraine.
