STRATEGIC APPROACH TO FORMULATING A DECARBONIZATION MODEL FOR THE ECONOMY: A REGIONAL PERSPECTIVE

Abstract

The purpose of this article is to review the contemporary challenges, identify problems, and delineate prospects for decarbonizing the regional economy of Ukraine, developing conceptual approaches to the strategic vision of the decarbonization model, and implementing related projects in the regions, taking into account the experience of the EU. The essence and peculiarities of implementing the green transition policy in Ukraine under martial law and during the phase of fulfilling European integration conditions are defined. The challenges and problems that arise in implementing the decarbonization policy, including at the regional level, are identified. The experience of implementing initiatives and projects for green renewal at the regional and city levels in the EU, which can be utilized in Ukraine, is analyzed.
It is noted that there is a trend towards the activation of the State Agency on Energy Efficiencys activities towards addressing
climate policy issues as an important component of the countrys green reconstruction and its regions, further sustainable
development, and integration into the EU, preparing and implementing a range of tools, the most notable being the newly
established Decarbonization and Energy Efficiency Transformation Fund and permanent measures regarding the opening
of offices in regions (already opened in Vinnytsia, Dnipropetrovsk, Kirovohrad, Rivne, Kharkiv, Mykolaiv, Zhytomyr regions) as platforms for cooperation with regions on implementing energy management systems, attracting financial resources for energy-efficient transformation of regions, and others. It is substantiated that the contemporary paradigm for the reconstruction and development of Ukraines regions should be aimed at ensuring sustainable endogenous growth by unlocking the potential of each region on the principles of financial decentralization and realizing the internal potential for economic growth. In this context, conceptual foundations for developing a regional economic decarbonization strategy model are proposed, including a list of tasks, constraints that hinder the formation of a modern strategic model, factors of economic growth according to this model, decarbonization tools; an organizational-technological scheme for strategic planning of investment projects for the economys decarbonization in the region is developed. Noting the important role of education and public awareness in ensuring the successful transformation of the regional economy to a low-carbon model, it is proposed to adapt and implement the provisions of the European Competence Framework for Sustainable Development.
