STRATEGIC GOAL-SETTING IN THE PARADIGM LOCAL ECONOMIC DEVELOPMENT

The article defines the scientific and methodological substantiation of the development of the goal-setting component of the Strategy of socio-economic development of the de-occupied (affected) community in the paradigm of local economic development on the example of the territorial community of the Kyiv region — Zazymska rural territorial community. A scientific and methodological substantiation for the development of the goal-setting component of the Strategy of socio-economic development of the community is formed and it is noted that the fundamental process of strategic Planning the development of territorial communities is a strategic goal-setting through the development of a strategy for the development of a local territory. And the paradigm of local economic development is a conceptual framework that defines approaches and strategies to stimulate economic growth at the local level in the context of the architecture of strategic planning documents. Taking into account the three categories of strategic goal-setting: given (passive) goal-setting, competitive and value-based, it is determined that the Zazymska rural territorial community, located in the Brovary district of the Kyiv region, used the approach of value-based goal-setting. This was reflected in the mission and strategic vision of the Zazymska Territorial Community. The results of the SWOT analysis of the territorial community, which became the basis for the development of the tree of goals of the Zazymska territorial community to in 2027.
It is proved that the strategic goals of development are fully consistent with the vision and mission of the development of the territorial community, that is, they are based on the advantages, resources and defining capabilities of the community.
Each strategic goal is specified in operational goals, which are decomposed into tasks. At the same time, the system of strategic and operational goals belongs to the paradigm of local economic development, both in terms of compliance with its goal and the plane of synergistic support for the actions of local self-government bodies, residents, local business, experts and civil society.
