LICENSING OF CARGO TRANSIT BY RAIL TRANSPORT: PROBLEMS OF LEGAL REGULATION

Abstract

The article investigates main questions of licensing the activity on granting the services of cargo transit by rail transport, imperfection of legislation of Ukraine on licensing cargo transit by a rail transport using own spur-tracks of enterprises is revealed. It is offered to make changes in the Law of Ukraine “On licensing certain types of economic activity”, by specifying the notion “granting the services of cargo transit by rail transport” as for a circle of subjects and territory of transportation that will allow to avoid ambiguous understanding of given legal norm.
