The Function of Scientific Expertise in the National Academy of Sciences of Ukraine (based on the presentation)

Abstract

It is emphasized that the function of scientific expertise of the National Academy of Sciences of Ukraine (NAS of Ukraine, Academy) is fixed in the Laws of Ukraine "The Scientific and Science and Technology Activities" and "The Law-Making Activities". Examples of how this function is implemented are shown. The Academy performs the expert function for the National Security and Defense Council of Ukraine, the Cabinet of Ministers of Ukraine, central executive power bodies, national branch academies of Ukraine. An important part in the expert-related effort by the NAS of Ukraine is elaborating economic forecasts and models, conceptual frameworks for anti-crisis actions and solutions of urgent problems in the Ukrainian society; analytical studies devoted to the postwar recovery Ukraine. A significant scope of the scientific expertize effort in the interests of power engineering, spacecraft, mechanical engineering, metallurgy, mining industries of Ukraine is performed on line of cooperation agreements between the NAS of Ukraine and large production companies. Some institutions of the NAS of Ukraine are regularly involved in organizing and carrying out works on standardization and metrology, compliance assessment and certification. It is concluded that institutions of the NAS of Ukraine, in spite of the harsh conditions, could preserve the capacities that are strongly demanded in preparing management decisions in various domains of the societal life.
