FINANCIAL ASSESSMENT OF TOURISM ENTERPRISES FOR PARTICIPATION IN PUBLIC-PRIVATE INVESTMENT PROJECTS

Tourism enterprises in Ukraine currently operate under conditions of increased economic and security instability, which has resulted in declining financial resilience, reduced investment activity, and increased uncertainty in development planning. These challenges highlight the need for alternative mechanisms for mobilizing investment resources and improving the sustainability of tourism infrastructure. Public-private partnership (PPP) is emerging as an important tool for strengthening financial capacity and supporting sustainable tourism development in such conditions. The purpose of the article is to develop a methodological approach for assessing the investment readiness of tourism enterprises to participate in public-private investment projects. The study examines the financial performance of tourism enterprises in Ukraine and identifies a downward trend in financial autonomy, return on assets, and the share of expenditures directed toward infrastructure modernization. A three-level system for assessing investment readiness is proposed, including: evaluation of financial stability, assessment of investment capacity, and analysis of risk resilience. Based on these indicators, a decision-making matrix for determining the feasibility and format of PPP participation is developed. Additionally, the study justifies a synergy mechanism between public authorities, private businesses and local communities, which generates a multiplier effect for tourism destination development. The proposed methodological approach enables a shift from generalized financial assessment to a comprehensive evaluation of partnership and investment potential. Its application will support the formation of financially sustainable PPP models and enhance the competitiveness of tou rism destinations in Ukraine. Prospects for further research include the adaptation of the methodology to different types of tourism enterprises and the development of digital diagnostic tools.
