Evaluation of the effectiveness of procurement activity of territorial communities through the Prozorro platform

The article develops an algorithm for assessing the effectiveness of the procurement activity of territorial communities
through the Prozorro platform, defines the stages and specifics of the procurement process, identifies the primary
coefficients of effectiveness of the procurement activity of the territorial community and highlights the sources of collecting
information for evaluation. Formed byThe list of indicators is aimed at ensuring a comprehensive approach to determining
the effectiveness of procurement activity of territorial communities. Primary coefficients were used for evaluation:
quantitative, conditional, procedural, monitoring, reserve, procurement efficiency. A definition of the general coefficient
of procurement activity of the community has been proposed, which allows to comprehensively assess the procurement
activity of the community and ensure the improvement and optimization of this process in accordance with the strategic
goals and needs of the community. Criteria for assigning communities to groups have been developed: high effectiveness
of procurement activity; sufficient effectiveness of procurement activity; insufficient effectiveness of procurement activity.
The results of the assessment of the effectiveness of procurement activity of communities in Donetsk and Luhansk regions
in 2023 are highlighted. For example, six hromadas (Novoaidarska, Markivska, Nyzhnyoteplivska, Nyzhnioduvanska,
Nyzhnioduvanska, Milovska and Kolomiychyska) received the highest value of the overall coefficient of effectiveness
of procurement activity in the Luhansk Oblast, with the lowest Seven communities (Krasnorichenska, Kreminska,
Starobilska, Shyrokivska, Rubizhne, Popasna and Lysychansk communities) were important. The difference in the scale
of procurement in the communities of Luhansk and Donetsk regions under martial law and the relative (conditional)
savings, which are due to several factors, are determined. Proposals have been developed to increase the effectiveness
of the procurement activity of communities for various stakeholders involved in the procurement process.
