RECONFIGURATION OF THE ADMINISTRATIVE-TERRITORIAL STRUCTURE OF KHARKIV, ZAPORIZHZHIA AND KHERSON REGIONS IN THE POST-WAR PERIOD

The article scientifically substantiates the need for reconfiguration of the administrative-territorial structure of Kharkiv, Zaporizhzhia and Kherson regions in the post-war period. A methodological approach (which contains four stages) to the justification of the reconfiguration has been developed and its approbation has been carried out. Three types of communities have been identified: capable, insolvent and controversial territorial communities. The following criteria have been used to assess the capacity of communities: population, number of students receiving education in secondary education institutions of the territorial community, share able-bodied population who will live in the community according to pessimistic, realistic and optimistic scenarios. As for the districts, the norms of NUTS 3 standards were used for the analysis. It is proved that the criteria of the current Methodology for the formation of capable territorial communities cannot be used in the formation of a possible model for the reconfiguration of ATUs in Zaporizhzhia, Kharkiv and Kherson regions. It is recommended to use financial criteria to assess their capacity, in particular, the share of own revenues of the budgets of territorial communities and the share of the basic subsidy in budget revenues territorial communities. These criteria are recommended to be used to assess the capacity of territorial communities in all regions of Ukraine. Proposals for the possible reconfiguration of ATU in Zaporizhzhia, Kharkiv and Kherson regions in the post-war period have been developed and presented in the form of a matrix. The following variants of recommendations have been identified under the conditions of implementation of optimistic and realistic development scenarios: a territorial community can remain an administrative-territorial unit unchanged; a territorial community can be an administrative-territorial unit under the conditions of implementation of an optimistic or realistic scenario; a territorial community can be an administrative-territorial unit only if the optimistic scenario is implemented; The territorial community needs reconfiguration.
