The first edition of O.S. Popovych’s monograph published in 2005 enjoyed a remarkable popularity. But as the latest decade and a half saw a marked change in the science & technology and innovation (STI) policy in Ukraine, the author decided to update the book. The new edition contains author’s studies of STI policy objectives, foundational STI policy mechanisms, distinctive features in the evolution of the national R&D, formation of the domestic innovation system and its impact on STI priority setting, financial and infrastructural schemes for STI policy implementation. The book touches upon the issues of the innovation culture and its impact on STI policy implementation, the phenomenon of bureaucracy and its impact on STI policy implementation. The role of analytical forecasting studies in STI policy setting is highlighted. The revised edition contains a new section “Science and technology capacity as an object of the government policy”, in which the author outlines the essence of the science and technology capacity, proposes the target-oriented evaluation of the STI capacity, explores the evolution of human resources in the Ukrainian R&D sector. The method for endogenic forecasting of the evolution of human resources in the Ukrainian R&D sector, elaborated by the author, helps reveal the pattern that has strategic importance for increasing the domestic STI capacities, and for enhancing the competitiveness of the Ukrainian economy.
