Abstract

The study of self-financing of science & technology activities in Ukraine is extended in Part II by including the retrospective data for 2006 and 2011, which results in the analysis covering the period of 2006—2015. The statistical data cover numbers of research organizations engaged in self-financing of R&D, amounts and structures of funds coming from internal sources (with exclusion of funds for science & technology services). A disciplinary (sectoral) analysis of the self-financing shows that in the group of technical sciences, the priority zones (“the first echelon”) in terms of financing from internal sources of sciences & technology organizations and their mother companies were R&D devoted to creating aircraft equipment and power engineering. The “second echelon” included R&D in processing of materials, electric devices, computing devices and automation. Of the other groups of sciences, only agricultural sciences can be regarded as an object with the established self-financing mechanism. The average selffinancing per organization was too low in social sciences, and in humanities its dynamics were determined by the self-financing intensity in only two organizations. As the amount of internal funds in the group of technical sciences grew by 1.88 in 2007—2015, this group pushed up the self-financing level in the Ukrainian R&D system, as the other groups of sciences had negative evolutionary dynamics of the self-financing of R&D. The analysis by institutional sector shows that the administrative factor had critical role in implementing the self-financing mechanism in R&D: the existence of a powerful mother company or practical support to exploitation of land resources, provided by the administration of the National Academy of Agrarian Sciences of Ukraine. That is the reason why state-owned organizations were leaders by amount of funds with formally internal origin invested in R&D, whereas the self-financing positions of autonomous organizations by were declining.
