What is about Inventions in Ukraine?

Abstract

Apart from an exciting and instructive analysis of statistical data revealing a very dramatic story of the formation of the intellectual property protection system in independent Ukraine amidst the unprecedented decline in the invention activity, the authors attempt to rectify this process, in particular to help inventors find a proper place in building up a new economy in Ukraine. The authors’ analysis gives grasp of the causes for degradation of the invention activities in Ukraine: the so called declarative patents introduced in 1990s due to the absence of an entity assigned with official patent expertise; the earlier introduced cancellation of benefits for technoparks, “to help increase tax returns to the budget”, which, in the final end, made these returns plummet; the macroeconomic policy of saving on R&D, which led to the loss of the four-fifth of its staff and questioned the very possibility of the innovation-driven development of the national economy; the policy of rising the fees for the documents protecting the intellectual property. Yet, the authors do not confine themselves to criticism of the passed way, but express their support to the decision on creating the National Office of Intellectual Property, analyze crucial problems of Ukraine and show how they are dealt with in EU countries. A separate section of the book is devoted to legal improvements of intellectual property protection in conformity with EU standards, with proposing specific recommendations on problem solution, at legal level in particular.
