The editorial board of “Science of Science” journal publishes the letter and analytical note sent by Dobrov Institute for Scientific and Technological Potential and Science History Studies of the NAS of Ukraine to the Parliamentary Committee of Ukraine on Education, Science and Innovation in response to the submission of the draft Law of Ukraine “Main Principles of Setting and Implementing Priority Areas of Scientific, Science & Technology and Innovation Activities in Ukraine” for consideration of the Verkhovna Rada (Parliament) of Ukraine, deemed by Institute’s staff as absolutely unacceptable. This draft is based on a very superficial analysis of the existing situation, disregard (or simply ignorance) of the conceptions and designs on which the priority setting system in Ukraine used to be built, as well as actual causes of its inefficiency today. If we are striving to launch a purposeful science & technology and innovation policy in Ukraine, this law should not be approved.
