Conclusions and Recommendations of the International Symposium “Science of Ukraine in the Context of Contemporary Challenges and Threats: Problems and Priorities of Development” (Kyiv, November 29, 2022)

Abstract

The symposium participants point out that the Ukrainian R&D is burdened by a myriad of problems exacerbating due to the Russian-Ukrainian war. Considering that the Ukrainian society needs full utilization the capacities of R&D, the symposium participants draw attention of the public authorities of Ukraine and foreign partners to the need in the soonest possible implementation of a series of measures as part of the new science & technology and innovation policy:  elaborating and enforcing a science & technology and innovation development strategy in the context of the existing challenges and threats; gradually increasing R&D spending to the level consistent with the standards of developed countries, to provide for adequate staffing of research institutions, rehabilitate and develop research infrastructures; creating a fund to support the Ukrainian R&D and international science & technology cooperation, meant to finance international projects contributed by research institutions, to give grants to Ukrainian researchers working inside the country borders, to help restore and renew infrastructures and laboratory facilities in research institutions of Ukraine, to finance the participation of Ukrainian researchers in foreign conferences, seminars, internships of young Ukrainian researchers abroad; full-fledged engagement of researchers in decision-making on actions and strategic initiatives aimed at recover and development of the Ukrainian economy.
