Celebrating the 95th anniversary of G.M. Dobrov, the journal reprints a paragraph of the book “The science and technology potential: structure, dynamics, effectiveness”, written by Dobrov. This book published in 1988 presents a part of his work about organization and management of R&D. Dobrov analyses the R&D effectiveness through the prism of the alignment (relevance) of the science and technology potential with the research objectives, thus introducing the notion of relevance. Dobrov underscores the importance of system effects such as comprehensiveness, multiplication of results and time saving, and the R&D performance enhancement. Dobrov proposes administrative measures to achieve these effects, e.g. cooperation, standardization and synchronization of works. The text underlines the importance of Dobrov’s ideas for the present-day science studies and science management.
