Collaboration between Scientific Institutions of the NAS of Ukraine and Universities as a Response to Contemporary Challenges

Abstract

The article presents the results of a study on the current state, forms, and characteristics of cooperation between scientific institutions of the National Academy of Sciences (NAS) of Ukraine and universities. The main sources of information for the analysis are annual reports of NAS scientific institutions, departmental official documents, and scientific works on the specified topic. Global trends in the interaction between universities and non-university science are explored using the examples of France and the USA. The approaches of Ukrainian scientists to understanding and advancing integration processes in the scientific and educational sphere are analyzed. It is noted that promoting interdepartmental institutional cooperation in Ukraine’s scientific policy and practice can contribute to more effective use of the potential of the NAS of Ukraine and universities in two areas: research and development (scientific research activities) and training of scientific personnel (educational activities). The study concludes that the existence of institutional (joint structures of the NAS of Ukraine and higher education institutions) and organizational (cooperation agreements) forms of collaboration does not necessarily ensure specific results, such as joint scientific topics or monographs. This conclusion is based on data from the annual reports of NAS scientific institutions: 92.1% of institutions that submitted reports declared the existence of cooperation agreements with higher education institutions, including 62.9% reporting agreements concluded in the reporting year, but only 38.4% reported joint scientific topics or projects, 33.1% reported prepared joint monographs, and 29.8% reported joint textbooks, indicating that partner resources are not fully utilized to achieve common goals. A comparative analysis of cooperation between NAS institutes and universities, considering factors such as sections, institute size, and center/periphery distinctions, showed that these factors have limited impact on the scale and nature of interaction, as confirmed by minimal differences in average indicator values. It is advisable for the NAS leadership to create additional incentives to foster mutually beneficial and productive relationships with universities and to enrich cooperation agreements with specific content. To strengthen research and educational cooperation with universities, it is recommended to organize competitions for joint scientific projects within the NAS of Ukraine and provide priority funding for joint publications.
