ЗДІЙСНЕННЯ «ЗЕЛЕНИХ» ПУБЛІЧНИХ ЗАКУПІВЕЛЬ: ПОТЕНЦІЙНІ ПЕРЕВАГИ ТА ВИКЛИКИ ДЛЯ УКРАЇНИ

Досліджено основні виклики, які можуть постати перед Україною під час запровадження та здійснення «зелених» публічних закупівель, зокрема конфлікт «традиційної» цілі публічних закупівель із «горизонтальною» ціллю з охорони навколишнього середовища, у т. ч. більша вартість «зелених» закупівель, дискримінація учасників у «зелених» закупівлях і потенційні обмеження замовника у визначенні критеріїв оцінки тендерних пропозицій, наприклад пов’язаність із предметом договору про закупівлю. Зосереджено увагу на потенційних перевагах «зелених» закупівель і розроблено відповідні пропозиції.
