Abstract

The problem of evaluating the performance of research institutions and universities has been in focus of researchers from various countries, because a sound evaluation is supposed to help determine specific contributions of the institutions in the overall knowledge base as the criterion for (i) decision-making concerning the future existence of these institutions; (ii) a fair distribution of the budget funds within the research system. The article contains a review and synthesis of the reports delivered by researchers and research managers from Ukraine and selected European countries at the international symposium “Evaluating the results of scientific research in the modern realities: the evolution of approaches in cognitive, socio-economic and managerial perspective”, held on November 2, 2024 in Kyiv (Ukraine). The discussion of the problem pertaining to the evaluation of scientific research was contributed by researchers and research managers, administrators of academies of sciences and other research associations, representatives of public organizations dealing with problems of research evaluation and development, dissemination and utilization of research results. The conclusions were made about the need to improve existing techniques for performance evaluation in research institutions and universities. It is highlighted that the objectivity of evaluation results cannot be attained unless the balance between quantitative and qualitative indicators is set.
