Expert group composition significantly affects the validity and reliability of decisions in complex systems reengineering. Existing expert evaluation methods mainly address the elicitation, reconciliation, and aggregation of judgments, while expert-finding approaches typically focus on assessing individual candidate suitability. This study distinguishes candidate suitability assessment from subsequent expert group selection and examines their relationship. A formal problem statement is proposed in which an expert group is selected from an available candidate pool according to the target domain, required functional roles and competencies, as well as institutional, independence, and conflict-of-interest constraints. The proposed formulation provides a methodological basis for developing intelligent expert selection systems for complex systems reengineering.
