Роль науки в умовах соціально-економічної кризи – фізична модель

Розглядається фізична модель подолання соціально-економічної кризи в країні як система, в якій відбуваються процеси обміну, розподілу і перерозподілу ресурсів у стаціонарному і нестаціонарному, рівноважному і нерівноважному режимах. Проводиться класифікація ресурсів на організуючі та дезорганізуючі. У межах розв’язання задачі ресурсодинаміки показано, що кризисні режими країн критично залежать від низькоентропійних ресурсів. Найбільш ефективним антикризовим ресурсом виявляється наука. У тісному зв’язку з наукою слід розглядати такий ресурс як освіта. Однак всупереч системній логіці, в умовах кризи уряди зазвичай вдаються стосовно науки до дій, протилежних рятівним, — скорочення бюджетів науки і реформи науки.
