ГЛОБАЛЬНО-ЛОКАЛЬНІ ПЕРЕТВОРЕННЯ ВЛАСНОСТІ Й СУСПІЛЬНОГО РОЗПОДІЛУ НА ТЛІ ЗАПРОВАДЖЕННЯ БЕЗУМОВНОГО БАЗОВОГО ДОХОДУ

Україні доводиться вирішувати надзвичайно складні завдання, адже, поряд з ефективним протистоянням військовій агресії з боку РФ, необхідно формувати адекватне соціально-економічне підґрунтя для повоєнного відновлення і успішної інтеграції у Європейський Союз. Країна має не лише відстояти свій європейський вибір, але й науково осмислити зміст європейських цінностей, укорінених у суспільних інститутах. Актуальним напрямом творчих розвідок є перетворення відносин власності й суспільного розподілу.
Інститут приватної власності конституює засади ринкової економіки і громадянського суспільства, але за межами регулювання він продукує ефекти суспільного відчуження. Важливою формою суспільного відчуження є феномен соціального розшарування за доходами і можливістю доступу до ресурсів. Світова тенденція до надмірної суспільної диференціації окреслилася в останні десятиріччя ХХ ст. Проте державні програми соціального забезпечення суттєво згладжували суперечності.
На зламі сторіч великі надії щодо покращення суспільного життя покладалися на становлення інформаційно-мережевої економіки. На хвилі оптимістичних очікувань розпочалося реформування панівної моделі соціальної ринкової держави. Передбачалося, що система державного управління перетвориться на ключовий фактор соціально-економічної модернізації і обумовить становлення нового типу публічного сектору. Втім, недостатнє наукове осмислення трансформації механізмів корпоративного управління спричинило тенденцію до зміцнення пріоритетів економічної ефективності за рахунок послаблення принципів соціальної відповідальності, що сприяло формуванню низки новітніх суперечностей і загроз для сталого розвитку.
Сьогодні процеси суспільного відчуження активізуються на тлі суспільних конфліктів. Особливого загострення суперечності в реалізації прав власності й суспільного розподілу набули в просторі воєнної економіки України. У контексті пошуку напрямів подолання новітніх форм відчуження процес модернізації суспільного розподілу осмислюється з урахуванням досвіду реалізації світових експериментів з упровадження безумовного базового доходу. На основі сценарного підходу визначено можливості застосування політики безумовного базового доходу в Україні.
