MORAL-VALUE GUIDEPOSTS IN THE SYSTEM OF INSTITUTIONAL AND BEHAVIORAL FACTORS OF SOCIO-ECONOMIC DEVELOPMENT

The theoretical and practical principles of the influence of the formation of friendly atmosphere in society and the popularization of moral values on institutional and behavioral transformations and socio-economic development are studied. It is emphasized that at the present historical stage, ensuring sustainable socio-economic development requires not only solving social and environmental problems, building a socially oriented and green economy, but also forming a morally oriented economy.
The paper substantiates the advisability of considering socio-economic development primarily as a process of institutional and behavioral transformations, which involves change in formal and informal institutions, in particular the way of thinking, emotions, expectations, motivation and behavior patterns (models) of economic entities and citizens, and therefore the development of the entrepreneurial sector, startup ecosystem, cultural and creative industries, education, science, civil society, etc. It is proven that the popularization and establishment of moral values, the formation of friendly atmosphere in society are key factors of institutional and behavioral transformations, acting as the foundation of motivation and determinants of economic behavior.
The study proposes a comprehensive approach, which involves coordinated efforts at different levels in the field of economic, social, humanitarian, information policy, as well as state policy on nation branding, etc. It encompasses, in particular, the development of value-oriented education, inclusive institutions, cultural and creative industries and creative thinking; increasing the level of transparency; running public social and image campaigns aimed at disseminating information on moral values; implementing targeted measures to position and promote the national brand; forming an effective social protection system and introducing efficacious anti-corruption mechanisms; popularizing traditional values, historical and cultural heritage, etc.
It is emphasized that the future of socio-economic development should be associated with the formation of a socially oriented, innovative, information-digital, green and simultaneously moral economy.
