TO THE PROBLEMS OF REPRODUCTION OF NATIONAL CAPITAL UNDER GLOBAL-LOCAL CHALLENGES: ON THE NATIONAL COMPONENT OF UKRAINE’S SOCIAL AND MONEY CAPITAL

Abstract

A number of relevant problems of reproduction of national capital under global-local challenges are considered. The distinctive qualitative characteristics of national, national-foreign, foreign-national and foreign capital are determined. The share and role of the national and foreign components in the social capital and commodity circulation of Ukraine are assessed. It is stated that under the conditions of excessive openness of the national economy and fierce competition on its own territory with foreign and transnational capital, the national individual, including public-private, capital has practically lost control over the country's key resources, has failed to prevent the closure of many competitive industrial enterprises, in particular, those of defense importance, does not properly support the competitiveness of domestic science and education, and therefore does not ensure its own imperative dominance over foreign and transnational capital.

The circuit and turnover of money capital in the national economy are characterized. Attention is focused on: a) sources of expanded reproduction of national industrial capital: labor income of individual entrepreneurs, profits of enterprises, natural rent, depreciation deductions, unpaid wages of hired workers, loans, direct foreign investments, private transfers from abroad; b) permanent and temporary outflows from them: reserve money fund, excessive consumption of luxury goods, speculative transactions, potential (free) and hidden money capital. It is proved that the imperative prerequisite for ensuring the solid dominance of national capital is the expanded reproduction of national productive and commodity capital based on the effective use of, first of all, internal sources and the prevention of unjustified outflows from them. The problems stated above require special research.
