MODERNIZATION TRENDS OF UKRAINE’S KNOWLEDGE ECONOMY IN THE POST-WAR FORMAT

Abstract

The rapid development of the knowledge economy allows to significantly accelerate modernization changes. At the stage of the evolution of the knowledge economy, it is important to understand the role and place of Ukraine in the modern globalized society and develop a new innovation policy that will allow to achieve the set goals in the short and long term. To fulfill this task in modern conditions, it is necessary to study mechanisms that can boost and enhance the role of knowledge as a catalyst for innovation-driven development in the context of post-war reconstruction and the integration of our country into the world economic space.

Theoretical and applied aspects of the knowledge economy’s functioning are outlined. It is proposed to use in Ukraine during post-war reconstruction an economic model in which knowledge plays the role of a key resource and determines the efficiency of reproductive processes as part of productive forces. It is characteristic that the priority condition for the competitiveness of both business entities and territorial formations is the ability to create innovations, and the effectiveness of their activities is affected by factors related to scientific developments and their commercialization. The effectiveness of the accumulation of Ukraine’s intellectual capital as a factor of modernization progress of the economy during its post-war reconstruction is considered. Recommendations are developed for the restoration of a powerful scientific potential that could bring maximum benefit to the future post-war economy.

The authors propose a model that considers the economic system holistically, but within which knowledge is a key resource and driver of the efficiency of reproductive processes as part of productive forces. It is noted that an important condition for the competitiveness of business entities and regions as well as the state as a whole is the ability to generate innovations, the formation of which is affected by factors related to scientific developments, their commercialization, and active actions to introduce technical, technological, product, and organizational innovations into business practice.
