ECOSYSTEM PAYMENTS IN LAND USE MANAGEMENT

The features of the introduction of ecosystem payments into land use management have been studied. The value characteristics of the indicators of the formation of some land-use ecosystem services (pastures and arable land, wetlands) in Ukraine and its regions have been determined. Their evaluation carried out using R. Costanza’s method revealed that, among all ecosystem services, the most finance-intensive are: for land resources (pastures and arable land) – erosion control, waste processing, pollution reduction, biological control, food production; for wetlands – regulation of violations, water regulation, water supply, water purification. Using the example of ecosystem payments for wetlands, an algorithm for their integration into the market influence zone has been developed. Factors influencing the optimization of payment schemes for wetland services for various types of territories (rural, urban) have been identified. The authors propose general concept for optimizing ecosystem payment schemes for wetland services, which contains two main components: a common (basic) one, which includes general indicators for all types of territories, and a specific one, inherent only to a particular type.
The structure of ecosystem payments for various types of territories is substantiated. System principles of the process of ecosystem payments institutionalization are developed. It is emphasized that the formation of a set of measures of various character aimed at establishing and developing an institutional environment in the field of ecosystem payments is concentrated within two levels: content and functional. Their basic elements and key features are revealed. In particular, a system of legal support, which provides support for the institutionalization of ecosystem payments, is important. Individual organizations, the totality of which forms support for the institutionalization process, are also necessary.
