DIGITAL PLATFORM EMPLOYMENT IN THE CONTEXT OF DECENT WORK

Abstract

Specific type of employment, a platform employment, that is gaining popularity in the world and in Ukraine, has been studied. Platform employment has been considered from the standpoint of adherence to the principles of decent work to form scientific and methodological basis for the institutionalization of the statutory regulation of social and labor relations of this type to ensure social protection for those employed on the platform. A study of platform employment has been developed in the context of adherence to the principles of decent work based on the definition of a system of indicators, systematization of positive aspects and socio-economic risks of employment within digital labor platform.

The findings of the study have proven a certain non-compliance with the norms of decent work in employment on the platform. For example, it has been established that wages are usually below the average in Ukraine, employment is unstable and often informal, there is almost no social insurance and security, protection of rights by trade union organizations. This confirms the fact that platform employment is characterized by the signs of precariat, which forms a certain social isolation of those employed on the platform.

It is argued that it is necessary to find a development model aimed at minimizing extractive risks within social and labor relations and increasing the involvement of the population in labor activities on the principles of decent work. To increase the competitiveness of Ukrainian economy, employment policy in general, not only within the platform, needs to be improved, which foregrounds the issue of developing an employment policy strategy in Ukraine and institutionalizing employment policy in the context of inclusive socio-economic development. Social policy should be aimed at minimizing precarious features within platform employment, protecting workers' rights and upholding social guarantees.
