THE PERSONALITY OF A SCIENTIST-ECONOMIST: REMEMBERING VOLODYMYR CHERNIAK

Abstract

On January 18, 2021, Volodymyr Cherniak, a well-known scientist-economist, professor, Doctor of Economic Sciences, People's Deputy of the USSR, People's Deputy of Ukraine of the 3rd and 4th convocations, passed away. His name can undoubtedly be mentioned among economists, whose work has every reason to be proud of in domestic economics.
For about 30 years V. Cherniak worked in the country's leading scientific institution, the Institute of Economics of the Academy of Sciences of the Ukrainian SSR, and later — the National Academy of Sciences of Ukraine. Economic views of V. Cherniak were formed in the “revolutionary” period for Soviet and Ukrainian economics and under the direct influence of such powerful creators of economic theory as Academician of the NAS of Ukraine Yu. Pakhomov and Doctor of Economics, Professor V. Korniienko.
Scientist, and later the People's Deputy of Ukraine, V. Cherniak was a staunch supporter of economic and political freedom, Ukraine's integration into the European Union, and considered the center of economic policy to be the growth of effective demand, the development of entrepreneurship and small business. Prone to philosophical generalizations and at the same time specific conclusions and proposals, in 1988 V. Cherniak defended his doctoral dissertation with the title unusual for the time of “Development of the economy as an object of knowledge and management”.
V. Cherniak economic and political views led him to the People's Movement of Ukraine, from which he was elected People's Deputy of the USSR in 1989 in the wake of perestroika. Subsequently, V. Cherniak sought and found opportunities to realize the potential of his extremely active and talented nature as a People's Deputy of Ukraine of the 3rd and 4th convocations.
An extraordinary man, researcher by vocation and practitioner has passed away. It was he who invented a universal and very relevant formula in today's Ukraine: “Patriotism is, above all, a willingness to pay taxes”.
