METHOD OF ESTIMATION OF THE ECONOMIC SECURITY OF UKRAINE’S RURAL TERRITORIES

Abstract

The system analysis of the activity of domestic researchers of various aspects of the estimation of the level of Ukraine’s economic security and the available methods of estimation is performed. Запропоновано A number of scientific substantiations as for the possibility to supplement the existing indicators of Ukraine’s economic security are proposed with the purpose to increase the control over the socio-economic state of Ukraine’s rural territories.
10 main components of the economic security are separated, and their basic indicators, whose dynamics is presented in domestic statistical editions, are classified.
The importance of a monitoring of the rationalization of the structure of the production and the consumption of energy carriers is established. One of the mainstream directions of the study of this question is a monitoring of the consumption of a natural gas by the population and by the budgetary and commercial structures and the determination of the expediency to transit to alternative energy carriers. In the first turn, this concerns increasing the use of electric energy (because, by the official data, its production is excessive in Ukraine) and the intense introduction of “green” energetics (energy of the Sun, wind, and other renewable energy sources).
On the basis of elements of the factor analysis with the use of a multiplicative form, the author has calculated the values of dynamical series of the integral indicator of the economic security of rural territories, which allowed him to determine the level of inertia of the socio-economic development of rural territories and to indicate the necessity of increasing the state support of Ukraine’s rural territories with the application of index methods of determination of the priority directions of financing.
In particular, on the basis of the calculated values of dynamical series of the integral index of the economic security of rural territories, the author indicates the presence of positive (smoothing of the negative action of financial-economic crises, steadiness, predictability, stability, etc.) and negative (complexity of a structural organization of the development, long term of the outcoming from a recession, complex character of degradational changes, etc.) properties of the inertia of development of rural territories.
