THE CIVIL SOCIETY AND THE FORMATION OF A NEW PARADIGM OF SOCIO-ECONOMIC DEVELOPMENT UNDER CONDITIONS OF THE GLOBALIZATION

Abstract

The author analyzes the world-wide conceptual approaches to the socio-economic development, which are based on the doctrine of liberal capitalism, and the negative consequences of the extended application of this doctrine under conditions of the globalization and the continuing world financial crisis. кризи, These consequences are manifested in the devaluation of the spiritual-moral sphere of development of the society, decrease in the role of social responsibility, usage of the methods of management, which affect negatively the environment, etc. In this connection, it is concluded that the society requires the cardinal changes in the outlook paradigm underlying the socio-economic development.
It is indicated that a new paradigm must be based on the union of an open, competitive, moral, and reasonable organization of the economy according to the regularities of the biospheric development and state’s control over the social relation with regard for Vernads’kyi’s conceptual ideas of the noosphere. The appropriate constructed approaches to the reasonable management and the comprehension of the integrity of the economic, social, spiritual, cultural, and environmental spheres of society’s life should become the base for state’s economic policy and the social development under conditions of the globalization.
It is substantiated that the leading role in social transformations on the basis of the noospheric paradigm must be played by the institutions of the society such as the organizations of economists and other scientists, as well as the communities of public and political figures. Their common activity on the national and world levels, including the account for global communications and the practice of the transfer of a part of the authorities of national states to international and regional structures, will allow one to form the world-wide programs of global noospheric development on the basis of the coordination of efforts of many countries
