ВИКЛИКИ ДЛЯ ІННОВАЦІЙНОЇ ДІЯЛЬНОСТІ В ЄС І ПЕРСПЕКТИВИ АКТИВІЗАЦІЇ ІННОВАЦІЙНИХ ПРОЦЕСІВ В УКРАЇНІ В КОНТЕКСТІ ЇЇ ЄВРОІНТЕГРАЦІЇ

Досліджено виклики для інноваційної діяльності в Європейському Союзі, визначено перспективи активізації інноваційних процесів в Україні в контексті її євроінтеграції. Показано, що ЄС, попри значний науково-технологічний потенціал, дедалі більше поступається США і Китаю за темпами інноваційного розвитку. Основними причинами цього є недостатні витрати на дослідження і розробки, слабка комерціалізація наукових результатів, фрагментованість єдиного ринку, нерозвинутість венчурного фінансування, складність масштабування стартапів, регуляторні бар’єри, дефіцит STEM-кадрів і недостатня інтеграція дослідницьких мереж.
Показано, що проблеми української інноваційної сфери є значно глибшими й критичнішими, ніж у ЄС. Вони зумовлені хронічним недофінансуванням науки й освіти, скороченням кадрового потенціалу, слабкістю дослідницької інфраструктури, обмеженими можливостями академічного підприємництва, деградацією промислової бази і низьким попитом економіки на інновації. Війна додатково загострила ці проблеми, посиливши втрати наукових кадрів, руйнування інфраструктури і залежність країни від зовнішньої фінансової та воєнно-технічної допомоги. Акцентовано, що євроінтеграція не може розглядатись як самодостатнє джерело відновлення інноваційного потенціалу України, оскільки програми ЄС також мають ресурсні та інституційні обмеження, тому основні джерела фінансування науки й освіти повинні формуватися всередині країни.
Зроблено висновок, що активізація інноваційних процесів в Україні потребує прискореної структурно-технологічної модернізації промисловості, розвитку великих виробництв, посилення ролі оборонно-промислового комплексу, поширення досвіду кластеру Brave1 на цивільні галузі, запровадження елементів Фраунгофер-моделі співпраці науки і бізнесу, інтеграції науки й освіти з виробництвом через індустріальні парки і технологічні кластери, удосконалення державних програм підтримки бізнесу, податкового стимулювання досліджень і розробок, створення спіноф-компаній, ендаументів і механізмів справедливої винагороди дослідникам за впроваджені розробки.
