ВИКОРИСТАННЯ КОНЦЕПЦІЇ ФУНКЦІОНАЛЬНИХ ТЕРИТОРІЙ ДЛЯ ПРОМИСЛОВОГО РОЗВИТКУ

Запроваджений в Україні підхід до вирішення завдань регіонального розвитку, який реалізується через функціональну типологізацію регіонів, є базисом виконання її зобов’язань щодо гармонізації національного законодавства з правом ЄС. Його покладено в основу планування і відновлення країни. Водночас забезпечення економічного, зокрема промислового, розвитку вимагає від держави впровадження територіально орієнтованих механізмів сприяння реалізації потенціалів регіонів.Практика ЄС щодо застосування функціонального підходу передбачає вдосконалення процесів управління, координації, планування соціально-економічного розвитку, не обмежуючись адміністративними кордонами регіонів, тобто на сублокальному рівні, з орієнтацією на просторові ефекти від функціональних зв’язків між територіями. Це позитивно впливає на згуртованість європейського регіонального простору. Виокремлені крізь призму функціональних підходів проблеми промислового розвитку можна вважати частково дослідженими при встановленні агломераційних ефектів промислової кластеризації, в межах структурної трансформації регіональної економіки при енергетичному переході або з точки зору посилення ролі промислової політики у формуванні нових полюсів зростання.Окреслено можливості застосування концепції функціональних типів територій для забезпечення промислового розвитку України і встановлення цілей та завдань промислової політики для функціональних територій як складової територіально орієнтованого механізму промислового розвитку. Надано пропозиції щодо встановлення цілей і завдань промислової політики з групуванням за функціональними територіями на базі офіційного вітчизняного підходу до функціональної типологізації. Здійснено спробу наблизити європейську практику застосування функціонального підходу через закладання в цільові орієнтири розвитку спроможності промислового потенціалу перспективних регіонів (зокрема, територій сталого розвитку) утворювати просторові ефекти від його реалізації.
