REINTEGRATION OF PERSONS WITH DISABILITIES INTO THE LABOR MARKET AS A CONDITION FOR SOLIDARIZATION OF UKRAINIAN SOCIETY

The trends in the change in the total number of unfit for work persons receiving pensions from the state budget of Ukraine are considered. Scenario calculations of the change in the number of unfit for work persons by individual categories are carried out. Special attention is paid to such a vulnerable category of the population as persons with disabilities, given the increase in their number as a result of hostilities in Ukraine. It is proven that this will increase the burden on the state budget due to the need to finance relevant social benefits and can potentially become a factor in social tension and desolidarization of Ukrainian society.
The experience of various countries regarding the policy of supporting persons with disabilities and their reintegration into the labor market is analyzed. The peculiarities of the practice of assessing the level of disability are considered using as example Finland, the Netherlands and Sweden, where the minimum criterion for granting the right to social assistance, defined as the extent of disability, is close to that in Ukraine. On the one hand, such assessments are used to make a decision on granting the right to disability benefits, and on the other hand, they offer the possibility of reintegration of persons with disabilities into the labor market in accordance with their capabilities and abilities. It is emphasized that there is a shift in attention from compensation policy to the policy of reintegration into the labor market through the use of residual work capacity.
The experience of various countries can be studied by national specialists, and the implementation of its certain aspects in Ukraine will contribute to the practical implementation of state programs and measures for the social protection of those unfit for work, in particular persons with disabilities.
